One scale for every test
IRCC does not compare IELTS bands with CELPIP levels directly. It converts every accepted test to the Canadian Language Benchmark, the CLB, and sets its rules in CLB. French tests convert to the NCLC scale, which works the same way. Each of the four abilities, speaking, listening, reading and writing, gets its own level.
When a rule says CLB 7, it means CLB 7 in every one of the four. A 9 in listening does not make up for a 6 in writing.
The minimum for each program
Federal Skilled Worker Program: CLB 7 in all four abilities. Below that, IRCC says you are not eligible to apply under this program at all.
Canadian Experience Class: it depends on your Canadian job. TEER 0 or 1 needs CLB 7 in all four. TEER 2 or 3 needs CLB 5 in all four.
Federal Skilled Trades Program: CLB 5 in speaking and listening, and CLB 4 in reading and writing.
For French, replace CLB with NCLC and the numbers stay the same.

Why CLB 7 is the line people aim for
CLB 7 is the level that opens the Federal Skilled Worker Program and covers every CEC job. Someone at CLB 5 with a TEER 2 job meets the CEC language minimum, but a move to a TEER 1 job, or a wish to use foreign experience under the skilled worker program, would need CLB 7. Getting there once saves working it out twice.
The number matters a second time
Meeting the minimum gets you into the pool. It does not get you invited. Invitations go by Comprehensive Ranking System score, and language is one of the biggest parts of that score. IRCC's CRS grid awards more points at each CLB step from 5 to 10, and CLB 9 or higher in all four abilities unlocks the highest skill transferability points. So a retest that lifts one ability from 8 to 9 can matter more than anything else on the profile.
Results expire
Test results must be less than two years old when you complete your profile and again when you submit your application for permanent residence. If they expire while you are in the pool, IRCC says you can retest, apply before they expire, or decline an invitation and go back into the pool. Applying with expired results gets the application refused.
