Studying in Canada? IRCC Quietly Changed the Rules in June 2026

Most students never read IRCC's internal guidance. Officers do. In June 2026, IRCC updated that guidance in several places, and the changes touch everyday decisions like switching schools, taking a break, or working during a gap in studies. None of this made big headlines, which is exactly why it catches students off guard.

This applies to anyone studying in Canada right now, students planning to change schools or programs, students thinking about a leave from studies, and graduates counting on a PGWP.

On June 18, IRCC clarified when studies are considered officially completed. It is the date your school first tells you that you are done, whether through a completion letter, a transcript, or the degree itself. Your study permit becomes invalid 90 days after that date, even if the expiry printed on the permit is later. Officers were also told to look harder at students who take repeated leaves and to ask whether they are truly progressing toward finishing. A leave should not pass 150 days, and during any leave, including a school closure, a student cannot work on campus or off campus.

The guidance also spells out the transfer rule that has applied to post-secondary students since November 8, 2024. If your permit ties you to a specific school, you need a new study permit before you start at a different one. Switch first and your old permit becomes invalid, which means you are studying without authorization. Moving from high school to college or university also needs a new permit. Changing programs inside the same school at the same level is still fine.

Two more changes followed. On June 24, IRCC confirmed that non-credit programs do not qualify for a PGWP, with flight school programs as the main exception. And on June 27, the temporary policy that let some work permit holders study without a study permit ended after three years. A separate public policy took effect in September 2026: while your work permit is valid, you can take a program of 6 months or less without a study permit, until December 31, 2027. The most common mistakes right now: starting at a new school while the permit still names the old one, working part time during a leave from studies, picking a program without checking that it qualifies for a PGWP, and assuming the expiry date printed on the permit is the date that matters after graduation.
